The newly established Pakistan Medical and Dental Council has refused to recognize the credentials of post-graduation MPhil and PhD scholars in basic sciences from general universities, ignoring the decision of the Pakistan Medical Commission (PMC) regarding MPhil and PhD, which has threatened the future of hundreds of doctors.
Medical universities across the country are already suffering from a severe shortage of PhD teachers in basic sciences and there are no PhDs except a few fields, due to which doctors are turning to general universities for their Ph.D. Before the establishment of the new PMDC, the Pakistan Medical Commission had written letters to various universities and medical colleges to make it clear that MPhil and Ph.D. are not clinical degrees and it is a research-based degree, so it does not require any training. Therefore, the authority to recognize and conduct MPhil and PhD or equivalent qualifications is not with the PMC, but with the HEC and universities, because they are purely academic qualifications.
After these letters from PMC, hundreds of medical scholars took admission to Ph.D. and MPhil in general universities and many of them also got certificates, but suddenly the new PMDC refused to recognize their certificates by imposing conditions on registered universities, which created fear of ruining the future of these medical scholars.
Interestingly, the PMDC took this decision without the approval of its academic board, which includes the Chairman Higher Education Commission and the President of the College of Physicians and Surgeons as members. PMDC spokesperson Hina Shaukat has said that universities are no longer conducting MPhil, but those who have done MPhil or Ph.D. earlier will be decided by the council. He said that the PMC had deleted the registered postgraduate qualification from doctors' certificates during his tenure, While the new incoming council of PMC had revived the postgraduate qualification.
Universities that are not yet registered should apply for registration as per PMDC Act which will be decided after PMDC Council and inspection. The spokesperson further said that for starting a Ph.D. program at PMDC, it is necessary to have 3 Ph.D. teachers and Ph.D. is a research-based degree, however, if a university has started MPhil, a PhD. So approach PMDC under Section 25 and get your degrees regularized. Chairman Higher Education Commission Dr. Mukhtar said that PMDC has no right not to recognize the credentials of MPhil and Ph.D. This authority belongs to the commission.
