The formula, though approved by the PU Syndicate in 2006, could not be implemented in its true spirit and even today, some of the faculty members, believed to be close to the vice-chancellor, are holding various offices annoying many. However, it seems the time of implementation of the "one man, one post" formula has come now as Punjab Governor/Chancellor Makhdoom Ahmad Mehmood has expressed his reservations in this regard.
Sources said Governor Mehmood had recently sent back a summary to the Higher Education Department which sought appointment of the dean Faculty of Life Sciences at the PU. The governor observed that one of the candidates for the post of dean Faculty of Life Sciences, Prof Dr Khan Raas Masood, was already holding more than one administrative office as he was the university's registrar as well as chairman of the Department of Botany.
The governor even mentioned Prof Dr Liaqat Ali, not just Hailey College of Commerce's principal, acting dean of the Faculty of Life Sciences, dean Faculty of Commerce but also controller of examinations.
The sources further said the governor also expressed concerns over the delay in submission of cases for posting against such important posts. They added that following observations of the governor, the Higher Education Department had written a letter to the PU, seeking its stance on the issue.
It is pertinent to mention here that the panel, sent for the post of dean Faculty of Life Sciences, comprised Prof Dr Khan Raas Masood, Prof Dr Tanveer Akhtar (Department of Zoology) and Dr Muhammad Akhtar (Department of Zoology) who is also chairman Hall Council.
It is learnt that a summary regarding the dean Faculty of Education was also moved to the governor/chancellor which too was sent back to the department. The panel comprised Prof Dr Maher Muhammad Saeed Akhtar, chairman of Department of Islamic Education at PU Institute of Education & Research (IER), Prof Dr Mumtaz Akhter, director of the IER, and Prof Dr Muhammad Saeed Shahid, chairman Department of Elementary Education at the IER.
According to the sources, a summary was sent back as one of the candidates, Prof Dr Muhammad Saeed Shahid, was about to retire from the service (he will retire in May this year) while there was also confusion over the seniority of Prof Dr Maher Muhammad Saeed Akhtar and Prof Dr Mumtaz Akhter. The sources said the PU administration had mentioned that Prof Dr Mumtaz Akhter was senior to Prof Maher while the department had opposite point of view. It is reliably learnt that the PU administration had also sent some negative comments/observations against Prof Maher, maintaining that he was involved in politics at the campus and also supported IJT at the PU. Saeedul Hassan and Prof Dr Mubashar Ahmad for the post of dean Faculty of Pharmacy. However, the governor/chancellor has yet to approve any one of them for the said post.
