The Higher Education Commission (HEC) has issued a list of illegal/non-recognized campuses of universities and higher education institutions in Pakistan. The degrees of the students enrolled in any degree program in these institutions will not be recognized by HEC. Hence, students are informed not to seek admission to these institutions.
HEC recognizes degrees of chartered universities/higher education institutions (HEls) from the public and private sectors in Pakistan along with their approved campuses at specific places as mentioned on the HEC website. The status of colleges affiliated with public sector universities can be confirmed by respective universities. Private sector HEls are not allowed to grant affiliation and can only operate through their accredited Main Campus and accredited campus/sub-campus having No Objection Certificate (NOC) of HEC as reflected on the HEC website.
It is notified for information of the students, parents and the general public that the Higher Education Commission (HEC) has been empowered, by virtue of its Ordinance No. Lill of 2002 (Amendment Act No. XXI of 2021 and Second Amendment Act No. XXII of 2022). Section 10-1(d), to prescribe conditions under which Institutions including those that are not part of the State educational system may be opened and operated across the country. Therefore HEC, in exercising its delegated powers, recognizes degrees from accredited universities/institutions in the public and private sector of Pakistan and degrees from their approved campuses, including Transnational Educational Institutions imparting foreign qualification in Pakistan as mentioned at HEC website on the following web links:
Illegal and Fake Universities
Students are cautioned not to take admitted in any fake, illegal/Unlawful, and unrecognized institution. The list of fake, illegal, unlawful, and unrecognized institutions in Pakistan identified up till now is being published here and is also available on the HEC website at http://hec.gov.pk/site/illegal-DAls Moreover, any campus/sub-campus, college, branch, or outpost established without the approval of HEC and not listed on HEC website shall be treated as fake, illegal, unlawful and unrecognized, and the degrees obtained after studying at such places will not be recognized by HEC.

Any other university/HEI which is not listed in HEC Recognized Universities/Institutions/Campuses available at the HEC website and is operating unlawfully shall be treated as a fake, illegal, unlawful, and unrecognized institution by HEC. In the larger interest of the general public and to safeguard the future of students, it is advised to verify the recognition status of the university/institution or its campuses from the HEC website/regional offices before seeking admission. Degrees obtained from fake, illegal, unlawful, and unrecognized institutions/campuses will not be recognized by HEC.
In the larger interest of the general public and forthcoming admission season, students and their parents are cautioned to verify the legal status of the University/ Institution, its campus, and the transnational education (TNE) provider from the above-mentioned links before seeking admission. Further, the status of affiliated colleges can be verified by respective public sector universities/institutions and HEC. Students are strictly advised NOT to take admissions in those Institutions which are not listed on the HEC website in the recognized list of Universities/Institutions/Campus(s). Degrees obtained from unrecognized/ un-lawful Institutions/Campuses will not be recognized by HEC.
NOTE: Students and Parents are cautioned not to get admission in the Universities/DAIS whose admissions are banned due to various irregularities as mentioned on the HEC website
