How to become a Deputy Commissioner

A deputy commissioner is an official belonging to the commission of Pakistan Administrative Services (PAS). It is one of the most prestigious and respectful positions that a person can be on in Pakistan it is a position desired and dreamt of by many. And why should it not be? Haven’t you heard that CSS officers are the cream of the nation, the group of intellects of a country having supreme authority and status?
DC is one such position of power and pride, associated with monitoring important affairs on a district level. A DC leads a fulfilling life, with protocol being provided at each step he takes, having security and staff available at his disposal at home and during travels.
As you might already know, the pay scales throughout the government departments hold pretty much the same for each rank or scale, but the status and reputation held by a DC is far more of any individual holding the same scale in another department. Being a deputy commissioner, you are responsible for the law and order, the execution of government polices and the coordination of various offices and public facilities on district level
What is the process to become a Deputy Commissioner?
- The foremost thing involved in the process to become a deputy commissioner is attempting and clearing your CSS exam
- If you are done with your bachelor’s degree and are between the ages 21-30 years, you are eligible to attempt the CSS exam.
- But to get into a position of your choice, just clearing the CSS exam is not enough, for that you need to be in the top 7% of scorers. This implies that if around 200 candidates clear the exam, you should aim to be among the top 20 or so to get your desired position.
- Once you are selected the process begins with the training and appointment in scale-17 as an Assistant commissioner. AC is positioned at a tehsil level. 5 years into this position leads you to be promoted to a DC.
- This may now seems as a long time to you, but these five years pass in a blink of an eye. From the appointment to the training period, to holding the office and duties as an AC, this time would be over before you know it and you will find yourself in the position of Additional deputy commissioner general (ADCG) ready to take on the rank of DC.
- Further promotion and scope as a commissioner could be achieved after about 20 years of service. Here you are responsible for coordinating and regulating the work of 3 to 4 districts

Some tips to prepare for the CSS exam
Start early: if you aspire to become a CSS officer, begin the preparation at an early stage. To not wait till the year before you plan to attempt the exam and then sit down and cram the knowledge. Start the preparation from, let’s say, the 2nd semester of you bachelors degree
Make a habit of reading the newspaper: try to read at least one news paper daily and make a habit of writing down the difficult words and hot topics that you want to further explore on.
Focus on your writing skills: Good writing skills are a crucial point in CSS exams. Be it English precise or any other subject, knowing how to structure and present your answer gets you good scores.
Slow but steady: if you start early, you will have the leisure to plan your own way of studying. Work on your writing, read one topic from a subject a day and make notes. It is an long journey, try not to burden yourself for the end.
Look at past papers from the past 5 years: doing this would give you an idea of the pattern that is followed and what topics are usually highlighted
Time and stress management: effective time and stress management is another key factor. Make a schedule and set goals. Stress kills productivity, so keep yourself relaxed and maintain a healthy lifestyle.
